Progress Update

1st May 2026

Dear <>,

Works continue to progress across the scheme.

In the Rochestown area, construction of the retaining walls adjacent to the N28 off‑ramp remains ongoing, together with road‑widening works extending from the Bloomfield junction. In addition, construction of another retaining wall on the right‑hand side of the off‑ramp is scheduled to commence next week, forming the next stage of works in this location.

At the Mount Oval off‑ramp, excavation for the new slip road is continuing as planned. Advance works are also due to begin shortly at Maryborough Hill and will include service diversions and the removal of selected boundary walls in preparation for future construction activities.

Along the Maryborough to Carr’s Hill link road, excavation works and construction of the Retaining Wall on the west side of the N28 are progressing, while construction of the Retaining Wall on the east side has commenced. These works will remain ongoing for several months.

On the Board of Works Road, excavation and construction works for the new bridge have begun and will continue over the coming months.

At Shannonpark, construction of the Structure and the new link road is advancing, with initial surfacing works now completed. Traffic lanes in this area have been temporarily reconfigured to allow completion of the south abutment of the Structure. This arrangement will remain in place for a few weeks before traffic is transferred onto the new section of road.

Looking ahead, works to connect the existing L2473 (Ballinrea Road) to the new roundabout are expected to start within the next couple of weeks, with further information to be provided in the next newsletter. Along the R611, service crossings are planned to be carried out at night in mid‑May to minimise disruption. At Shanbally (Marion Terrace), road crossings are currently being used by construction machinery during working hours, with excavation works for the overbridge due to commence shortly.

Traffic Management
A number of traffic management measures are currently in place to support ongoing works. On the Rochestown off‑ramp from the existing N28, traffic management arrangements will be adjusted next week to accommodate construction of the Retaining Wall. These measures will remain in place for several weeks.

At the Mount Oval slip road, flagmen continue to manage plant crossings during working hours. On Maryborough Hill near the bridge, traffic management — including stop/go controls and temporary traffic lights — will be implemented over the next couple of weeks to facilitate service diversion works.

The N28 between Carr’s Hill and Rochestown continues to operate with one lane in each direction. Road users are asked to exercise caution, as this single‑lane arrangement will extend further north after the May bank holiday weekend. Traffic management is also active on the R855 and R609 (Carrigaline Road), both east and west of the N28, where flagmen or temporary traffic lights are in operation during working hours to safely manage plant crossings, subject to weather conditions.

Intermittent flagman or signal‑controlled crossings remain in place on the Board of Works Road during working hours. On the R611 (Cork Road), traffic lane realignments are currently in effect, and motorists are reminded to follow signage carefully. Flagmen remain in operation on Ballinrea Road, with additional traffic management along the R611 verge. Night‑time service crossings on the R611 are planned for 13th and 14th May. At Shanbally (Marion Terrace), stop/go controls will continue during working hours to safely manage road crossings.

There will be no rock excavation by means of controlled blasting for the coming week. Controlled blasting is due to recommence in the next two weeks.

Ringaskiddy Relief Road

Loughbeg Roundabout
Road surfacing works are ongoing at Loughbeg Road and Roundabout and on the mainline. The final surface course will be installed over the coming 2-3 weeks, which will be followed by line marking and road studs throughout the scheme.

Barnahely Roundabout
Final surfacing works and line marking have been completed on the Barnahealy Roundabout. Works are continuing on the kerbing and footpaths at the Johnson and Johnson entrance and construction of the realigned boundary wall commenced there this week as well.

ESB are on site currently installing the power supply to the new ITS, CCTV and bus stop sites. The foundations for the CCTV poles and ITS gantries were poured in the past week.

The M28 Project Team wishes to acknowledge and thank all road users for their continued patience and cooperation during these works.
