Progress Update
15th May 2026
Dear <>,
Works are continuing across several sections of the scheme.
In the Rochestown area, construction of a retaining wall on the right‑hand side of the N28 off‑ramp is now underway, representing a key step in developing this section of the route.

At Mount Oval, excavation activities for the new slip road remain ongoing, with crews continuing groundworks in preparation for the new connection. At Maryborough Hill, initial enabling works are expected to begin in the coming weeks. These will primarily involve service diversions as well as the removal and adjustment of certain boundary walls ahead of main construction works.
Elsewhere, works on the Maryborough to Carr’s Hill link road are progressing, including ongoing excavation and the construction of retaining walls on both the eastern and western sides of the N28. These operations are expected to remain active for the foreseeable future.

On the Board of Works Road, early‑stage works for the new bridge structure have commenced, with excavation and construction activities planned to continue over the coming months.
In the Shannonpark area, construction of the structure and the new link road are advancing. Temporary changes to traffic lanes are currently in place to allow completion of the south abutment, and this arrangement will remain for a number of weeks before traffic is moved onto the newly completed section of roadway.

Looking ahead, works to tie in the existing L2473 (Ballinrea Road) with a new roundabout are scheduled to begin shortly. At Shanbally (Marion Terrace), construction traffic continues to cross the road during working hours, with excavation works for the future overbridge set to begin in the near term.
Traffic Management
A range of traffic management measures are in operation to support the safe delivery of these works. At the Rochestown off‑ramp, traffic is currently restricted to a single lane to facilitate the ongoing construction of the retaining wall. This arrangement will remain in place for several weeks.
At the Mount Oval slip road, flagmen are present to manage plant crossings and ensure safe interaction between construction traffic and road users. On Maryborough Hill near the bridge, traffic controls—including stop/go systems and temporary traffic signals—will be introduced in the coming weeks to support service diversion works.
The N28 between Rochestown and Carr’s Hill remains reduced to one lane in each direction. Motorists are advised to take extra care when travelling through this section, particularly as these restrictions are expected to extend further north towards the Bloomfield area in the near future.
Traffic management is also in place on the R855 and R609 (Carrigaline Road), both to the east and west of the N28. Here, flagmen or temporary signals are used during working hours to control plant crossings, with arrangements varying depending on weather and site conditions. On the Board of Works Road, similar intermittent controls remain in place.
Along the R611 (Carrigaline Road), lane adjustments are currently active, and drivers are asked to follow all signage carefully. Flagmen are also in position on Ballinrea Road, with additional controls along the R611 verge to support ongoing works. At Shanbally (Marion Terrace), stop/go traffic management continues during working hours to allow for safe movement of construction machinery across the roadway.

Rock excavation by means of controlled blasting is to recommence in an area of cutting to the North of the Shannonpark Roundabout next week.

MTU Site Visit
Second-year Civil and Structural Engineering students from Munster Technological University (MTU) recently visited the project site as part of their practical learning experience. The visit provided valuable insight into real-world construction processes, bridging the gap between theoretical knowledge and on-site application. Students had the opportunity to observe key structural elements, construction techniques, and health and safety practices in action, while also engaging with industry professionals who shared their expertise and discussed the challenges faced during the project. The experience enhanced the students’ understanding of project planning, materials, and structural design, making it an invaluable component of their academic development.

Ringaskiddy Relief Road
Surfacing works are almost complete throughout the scheme, with just the northern tie-in at Barnahealy, and the Johnson & Johnson entrance, remaining to be done. It is hoped that all surfacing works on the scheme will be completed by the end of next week.
Line marking and installation of road studs are following on behind the surfacing works.
Footpaths at Ringport and Barnahealy will also be completed next week.
Works are progressing well on the realigned boundary wall at Johnson and Johnson, with the blockwork almost complete and the masonry cladding following closely behind.
The civils works associated with the ITS gantries and the CCTV pole foundations are now complete with the poles and steelwork for the signs due to be erected in the next 2 weeks.
Additionally, it has been decided to resurface the L6517 between the Tower Road junction and the Johnson & Johnson (DePuy) entrance. These works are scheduled to commence on week beginning 25th May and will last approximately 1 week.

The M28 Project Team wishes to acknowledge and thank all road users for their continued patience and cooperation during these works.
