The M28 Cork to Ringaskiddy Project is a transformative 12.4km upgrade of the national primary route linking the N40 South Ring Road to the Port of Cork in Ringaskiddy. As Ireland’s Tier 1 port of national significance relocates from Tivoli to Ringaskiddy, the M28 ensures modern, safe, and efficient access. The project underpins regional growth, meeting European TEN-T network requirements while supporting Cork’s role as a gateway for trade and investment.
Ringaskiddy is home to over 7,000 employees across world-leading pharmaceutical and life sciences companies, contributing €526 million annually in salaries and €1 billion in operational budgets. The M28 improves access to this Strategic Employment Zone, securing Cork’s position as a hub for innovation and exports. By future-proofing the transport network, the project not only benefits local commuters but also strengthens Ireland’s competitiveness at a national and international scale.
The M28 journey began in 2001, progressing through design, planning approvals, and legal clearances before reaching construction commencement in April 2025. With an overall budget of approximately €450 million, the scheme includes advance works, land acquisitions, archaeological studies, and the main construction contract. Designed under Transport Infrastructure Ireland’s rigorous project phases, the scheme represents one of Ireland’s most significant infrastructure investments of the decade, delivering long-term value for money with a cost-benefit ratio greater than four.
